AAP consultation paused
The consultation on the Old Kent Road Area Action Plan has been paused and will be resumed early next year (2025).
The publication of the new National Planning Policy Framework (NPPF) on Thursday 12 December now allows more time for the submission of Area Action Plans. In order to avoid consulting over the Christmas period, the council has decided to pause the current consultation and will resume in early 2025.
If you have already submitted comments, these will be saved and carried over and there will be no need to resubmit them. However, if you would like to make further comments when consultation resumes next year, you can.
There will be a drop-in event before and after the Christmas period, followed by formal consultation events when consultation resumes in early 2025.
Area Action Plan
The Old Kent Road Area Action Plan will guide and manage new development and growth in the area over the next 20 years. It will be used to make planning decisions in the area and to coordinate and deliver the regeneration strategy.
The plan aims to create a new high street environment for Old Kent Road, with significant public transport improvements supported by mixed use development throughout the neighbourhood. This includes around 20,000 new homes, including affordable homes; 10,000 new jobs;, community facilities and new parks. The plan also includes the potential for extending the Bakerloo Line from Elephant and Castle to Lewisham with new stations on Old Kent Road.
More than 2,000 people have already had their say on the plans for the regeneration of Old Kent Road since the council started consulting in 2015.
In November 2024, the council approved an updated version of the Old Kent Road Area Action Plan .
This latest version of the plan incorporates significant changes in response to all the feedback received from the local community since the last plan was published in 2020.
Summary
The following is a summary of the main changes that have been made in the updated 2024 plan:
Business and workspace
The updated plan provides more guidance on the design and location of workspaces. The construction of new multi storey logistics hubs at Mandela Way and Verney Road, along with other new and refurbished industrial premises will help ensure that the area retains industrial and warehousing space.
Design codes
The updated plan provides detailed design codes for each of the sub areas in the Old Kent Road opportunity area. These provide more details on which way in which residential homes and industrial spaces can be mixed, information on character and materials to be used in new buildings and the design of parks and streets.
Housing
The updated plan remains committed to delivering 20,000 new homes, at least 35 per cent of which will be affordable homes. It provides an update on delivery, confirming that 3,300 homes are either recently completed, under construction or in the pipeline. Of these, 51% are affordable homes.
There is also a new policy on student homes which aims to ensure that new developments for student housing contribute to creating mixed and inclusive neighbourhoods.
Bakerloo line extension
The updated plan sets out timescale for the delivery of the Bakerloo Line extension and an update to the phasing plan.
